The City of Cape Coral entered into an agreement with Metro Forecasting Models, LLC, for Phase 1 services to utilize the Interactive Growth Module. This new package forecasts population, housing, growth, demographics and demand for schools, office, retail, industrial, and other areas as deemed needed by the City Transportation Advisory Commission. The forecast is done in five�-year increments to out build for several hundred zones.
This software provides users with information in dealing with multiple and complex growth management issues. To date, the IGM is the most cost-effective product to address the City's needs to have socioeconomic data forecasted in a reliable manner. IGM is a copyright software package, registration number TX7-278-236 United States Copyright Office. The City of Cape Coral has a license agreement based on previous contract.
Once the data is updated using the IGM software, maintenance could be easily handled in-house. Paul G. Van Buskirk has developed a copyright planning technology that has proven effective in dealing with multiple and complex growth management issues. He is the sole provider of this specialized modeling application, along with necessary staff training, professional support and licensing.
In May 2023, Contract #SSPW2383MR in the amount of $95,000 was executed for Phase 1 services. The proposal from Metro Forecasting Models, LLC included Phase II which would give the City the ability to continue with the modeling. Staff is requesting to continue with Phase II in the amount of $65,000, which would amend the existing agreement for a total of $160,000 and exceed the City Manager dollar threshold.
The City Manager or designee shall have the authority to approve and execute any authorized purchase orders provided that any such renewal, amendment or purchase order does not exceed the current budget level during any one-year period.
This request is in accordance with Article VII - Purchase and Sale of Real and Personal Property, Section 2-144 (c) of the City of Cape Coral Code of Ordinances which authorizes the City to award contracts without competition upon the determination of the Procurement Manager that there is only one source for the required supply, service or construction item. Section 2-144 (c) (2) (b) states that a purchase can be categorized as a Single Sole purchase when the purchase of an item or service results in a �best value� in that research has shown that the use of another brand or service would not be reasonable and would cause undue hardship to the city, would cause the city to incur additional expense, or would require modification to a present system or process.
