WHAT THE RESOLUTION ACCOMPLISHES:
The Resolution authorizes the City Manager to enter into a Contract For Sale and Purchase between Onofrio Reina and the City of Cape Coral, a Florida municipal corporation, for the purchase of Lots 27 through 30, Block 2972, Unit 42, Cape Coral Subdivision, property located at 1419 NW 23rd Street.

| | | | | | | | SUMMARY EXPLANATION AND BACKGROUND:
Due to continued population growth in the City and to provide adequate services to its residents, the City Council identified and approved the location for a new water plant, wastewater plant, and expansion of Public Works facilities at the southeast quadrant of Chiquita Boulevard North and Kismet Parkway West in 2002. Over the next few years, City Staff assembled approximately 98 acres to create the North Cape Government Complex (NCGC). Approximately 66 acres for Utility facilities and 32 acres for Public Works facilities (Fleet, Property Management (Facilities), Stormwater, Transportation).
In 2007, a master plan for the NCGC was completed; however, the plan did not account for several of the current Public Works needs. Transportation and Stormwater have been storing materials at a City-owned site off Wilmington Parkway, which now are being relocated to the NCGC site due to the development of Festival Park. The City's solid waste bulk drop-off pilot program is currently located at the NCGC. It has been determined additional land area is needed for Public Works facilities. Expanding the NCGC site to the northern two blocks, toward the LCEC Substation, separates the entire site from the neighborhood.
The subject property is located two blocks south of Kismet Parkway West, east of Chiquita Boulevard North. This parcel is a four-lot site located just north of the Public Works portion of the North Cape Government Complex
The subject property is listed for sale at $69,995. Staff submitted an offer to purchase the subject site based on the price per square foot from a recent appraisal of the subject property. The appraisal reflected a price per square foot of $2.25. The subject site is an oversized parcel having 21,250 square feet. The Seller accepted the City's offer of $47,800. In addition to the purchase price, the contract has the City paying the closing costs associated with the purchase of the property.
Staff recommends approval to purchase 1419 NW 23rd Street, (Lots 27 through 30, Block 2972, Cape Coral Unit 42) for the expansion of the North Cape Government Complex for additional Public Works facilities.
